cannot find Queen

i have a national hive that i leave empty among 10 others just in case a swarm drops in.

when checking i found it with 6 frames of brood cap honey at top and brood at the bottom that look like drones, there are open cells with larva in.
but i can not find a Queen.

the question is do i have a hive with laying workers and can they produces a Queen if not what to do

Though new, I was shown a frame a few weeks ago from laying workers. It appeared so chaotic compared with the more organised pattern from a Queen. We were told there was no way a laying working could produce a queen.
But I would bow to anyone with more experience that contradicted me!

Well keep checking and it is grown it to a good hive still cant find the queen but she must be laying i will have to put a super on the way they are going
