Start grafting cells in spring when the first drones are seen in good quantity,for which i put in drawn drone combs early,then grafting cells most weeks until end of season.
 
It all depends on how many queens/ stocks you want, personally I re-queen all my own stocks sometimes twice in the season if one queen is not good for one reason or another, a queen rearing record card is very helpful on timing as its critical to now when your queens are going to hatch, first one out will kill the rest if not protected. Its always best to protect a mature q/cell and give it to a q/less stock whether nuc or full colony, less chance of rejection by the bees. I have a record card we use ad will ask admin if and how it can be uploaded for anyone to use. Surplus queens are sold to associaion members
