Brace comb under frames in brood box

I usually put a super under my National brood boxes to provide honey for bees to overwinter. I inspected one hive today where I had moved such an empty super above a queen excluder last week. OSR is in flower locally and hive has 7 frames of BIAS. Surprised to see loads of brace comb under the brood box frames. Can anyone give an explanation? Similar local hives of mine have not shown such behaviour.
 
Sometimes they just want a ladder in place to make it easier to get onto the combs (and handy cells to offload)

My paines poly hives have a oversize space between floor and frames, and they always do it in there but not my other hives.
