Bees in a tree

A mate of mine was sent by the local council to fell a tree near a kids paddling pool.. This is what he found .....

Nothing yet. They reported back to the council, who sent an "expert" who banned them from going near them. The split in the tree is approx 2 mtrs long. The metal railings/fence is 1.25 mtrs high and borders a footpath..

Looks like a strong colony, probably wait for the paddling pool to close, before doing anything.
