Bees blocking hive entrance with propolis

Recently my bees have been trying (and succeeding) to block up the entrance of my National hive with propolis. The stuff is a nightmare as the bees react very aggressively when I try to scrape it out. At the moment I am getting stung ridiculous amounts every time I open the hive!
Does anyone have an idea why my bees are doing this?
 
Maybe they are tryong to reduce the hive entrance,
to reduce the risk of attack and make it easier to defend,

at a guesss.

If they are closing up the entrance then leave them to it, they wont totally block it.
