A WBC compost bin would do. Imagine environmental health looking in the compost bin for bees.

So what model is the car? I'm guessing it's not the latest F-type if he lives in a council flat!!
 
I don't think the flats are council, it's some alpha whotsit-soft top - not being a driver I know bugger all about cars.

If he did decided to take legal action ( I'm not even sure he could ) then at least there's the BBKA public liability insurance - not that I'd ever mention that to him as it might encourage..
 
Very sad - an Alpha Romeo owner without a garage reminds me of my grandfather's saying when alluding to those who were no beter than us but used to lord it up at chapel every Sunday
