Are you aware of the size of 10-15mm? Are you sure you were not visualising 10-15cm?

Even a lot of the inexperienced beeks will know how much drone comb is built below the frame bottom bars in a Standard bottom bee space set-up, let alone with half that, or even less than that.

I would suggest either checking on a ruler or changing your bees.
 
10 -15mm gives somewhere for the bees to hang out rather than out the front and saves a few bumped heads with shook swarms etc.

In my opinion, the bottom of the frames is a good place to have a bit of drone brood for culling and inspecting for varroa. It's also a good overflow area indicating that supering is possibly overdue . . . they start cramming it in where they can.

The floor space is up to the individual and is influenced by personal opinion, as long as the decision is conscious and informed. It's a good floor style none-the-less.
