Add super or brood box

I was away for a couple of weeks and came back to my strong hive all dead (see other thread) and my weak hive overflowing with bees. This question about the second hive, I added a super yesterday, the bees have filled the super and seem to be overflowing the hive again. Should I
1. Wait a couple of days and see if they fill the super with honey,
Or
2. Replace the super with a brood box of foundation frames
I'm only a beginner with two hives, now one, so apologies if the question is simple

Don't forget that a super is only the size for convenience i.e it's not too heavy to lift. We use a brood box as brood is a lot lighter than stores and a typical brood nest would overwhelm an national sized super. There is nothing in theory to stop you from using exclusively supers or brood boxes in a hive and some hove types only use one size.
