A colony of bees in a roof.

Hi peeps. One of the flats near us has a colony of bees in the roof. I had a look at them through binoculars and they looked a bit bigger than my Buckfast bees. I was wondering if they were a wild colony and, if they are, are they protected at all? And, if not, who wants them? Assuming they can be got at that is.
 
yes they are feral
no, they are not protected in law
I'd be surprised if anyone wants the hassle of the cut-out.
 
I am doing a roof cut out on Tuesday. I have been to the house and can see/touch the comb and brood from within a boarded loft, but if I could not get to it from inside and/or had to use Binoculars to see it I doubt I would do it. Unless the customer was going to pay for scaffolding etc.
