How long before queen goes sterile?

Hi According to the Haynes bee manual it states that a queen has 21 days to mate after emerging. Any longer and it will be impossible for her to mate. But some people say they have up to 40+ days to get mated before going sterile. Does anyone now 100% what the window of oppertunity is?
