My bees have a new very young queen who has started laying and seems to be doing well however they have made 3 queen cells why have they done this and should I leave them alone or should I make a nucleus with them?

This is my first time on the forum...I hope I'm doing it right! I found capped brood in the supers of all 3 hives. Should I now keep the supers above or below the Brood box? ....(I think they are outgrowing the Brood box and I would ultimately like to transfer them to a 14x12... However should...
