    Any idea what this is?

    Weather is not good for opening hive, but a few bees are flying and some are taking out white parcels. Any idea what they are? They look like half formed bees to me. Any way of working out why this is happening? Wasps are happy with them.

    Set up 2 hives and 3 nukes over a month ago. Frames with wax foundation, swarm attractant, rubbed on bees wax and propolis inside.
