Happened to me 2013 took action with new queens in some hives, but they disappeared, eventually all hives thrived, so queens must have been missed and there was a stop. It has happened again this year so will wait and see. Empty supers placed on hives and these arre filling.

In Kent they have started to open about 10 days ago.
