If I remember correctly if you are under 18 and pass the basic your fee is refunded.

Bit puzzelled by this. Unless they don't like their new home bees should only swarm if they have capped queen cells - this can't happen in the first few days. Dis you catch the swarm?
The danger of doing this is if the swarm has a virgin queen - she needs to be able to fly to get mated.

Yes - if the association joins BDI then all its beekeeping members must have BDI insurance - generally the £2 which covers 3 hives is part of the membership subscription. If you have more than 3 hives then you add the additional premium to your subscription.

It would seem that you have made your mind up already - but I will respond to your points.
1. I am not sure that going to a friends or a libary is a satisfactory was to access the information. You would need to print it out and take it home. Bit like having a printed yearbook!

(2) Some people prefer to use a paper copy [which you can write on] rather than checking the BBKA website everytime you want information.
(3) The yearbook collects together information from a variety of places.
